Analyzing the gaps in refugee integration policies in Europe

MPG, shared a video on its social media on the World Refugee Day illustrating some research results from the NIEM report on the remaining gaps in the refugee integration policies of European countries. NIEM is the National Integration Evaluation Mechanism which provides evidence on the quality of the frameworks to support the long-term integration of beneficiaries of international protection (BIPs) in 14 Member States.

Following the NIEM Baseline Report based on 2017 data, the next NIEM Evaluation will be published in July and will analyze refugee integration frameworks in 2019. What are the main NIEM findings? The results show that refugees rarely experience fully favorable conditions to integrate in any area of life. They also demonstrate only a few changes in the refugee integration framework of the countries assessed between 2017 and 2019.  On average, countries score better in ensuring access to rights and an adequate legal framework. However, their performance is weaker when it comes to putting integration into practice, especially when concrete implementation actions are needed. The overall results reveal a common “passive approach” to refugee integration across all the countries covered by the NIEM indicators. The widest gaps concern the mainstreaming of policies for long-term inclusion, as well as multi-level and multi-stakeholder collaboration. Most national governments indeed do not work in partnership with civil society and local and regional authorities to develop and implement their policies.
